New Beat 1 Neighborhood Resource Officers

Hello Santa Monica!

Throughout the month of April SMPD will be introducing the newest members of your Community Affairs Team. Today, we are happy to introduce your new Beat 1 Neighborhood Resource Officers - Steven Hollowell and Carlos Madrid! The Neighborhood Resource Officer (NRO) Program is based around the concept of community policing and collective involvement. This partnership between the residents of Santa Monica and their law enforcement agency has proven to be remarkably successful in fighting crime. Neighborhood Resource Officers provide the essence of community public safety: building relationships with neighborhood residents and merchants through regular face-to-face contact. To increase collaboration and accountability, the Santa Monica Police Department recently added four NROs to the program bringing the total to eight officers. The NROs are assigned to geographic areas within the City (beats) and work alongside Crime Prevention Coordinators to address issues affecting their beat.

NRO Steven Hollowell (Steven.Hollowell@santamonica.gov): As a part of the Los Angeles Police Department for over fifteen years, I have worked various assignments including Uniform Patrol, Bicycle Detail, Gang Enforcement Detail, FBI Taskforce with a focus on Street Gangs, Parole Compliance Unit, Special Event Coordinator and Field Training Officer. The highlights for me were learning the importance of communication and how to respond under pressure. I am an expert in the Incident Command System, which is the system used by the Department of Homeland Security and Federal Emergency Management Agency to manage large-scale, pre-planned, and spontaneous events. My logistical expertise enables me to handle issues and forecast problems so that I can troubleshoot them before they occur.

NRO Carlos Madrid (Carlos.Madrid@santamonica.gov): As a professionally trained social worker I easily transitioned from my prior career to being a sworn SMPD officer. The City of Santa Monica has a reputation for innovation and progressive policing which has helped me feel at home. As a patrol officer for the past three years, I routinely utilized my prior training as I responded to radio calls for service and as an NRO I will continue to employ this lens as we address public safety concerns. I am excited to work hand in hand with community members and know we can find creative and long-term solutions to chronic problems.
