Executive Summary

The Fourth of July week brought increased activity across Santa Monica, with 2,426 calls for service and 98 arrests recorded from June 28 through July 4. Over 40% of all activity was officer initiated, reflecting sustained proactive enforcement during a period of heightened community events and visitor activity.

This week’s activity was marked by several significant arrests involving firearms, narcotics, robbery, and burglary. Patrol officers and specialized units also focused on probation violations, outstanding warrants, sex offender registration violations, and quality-of-life concerns in downtown, parks, and beach areas.

Alongside enforcement, SMPD maintained a visible community presence through the Main Street Fourth of July Parade, the Community Academy graduation, and coordinated homelessness outreach with regional partners.

Activity increased during the holiday reporting period, with both citizen-initiated and officer-initiated calls rising from the previous week. Year-to-date, calls for service are up 8.9%, and arrests are up 69.9% compared with the same period in 2025.

Crime Suppression

Officers and specialized teams responded to several serious incidents involving firearms, violent crime, burglary, robbery, narcotics, and outstanding warrants. Proactive contacts, SMART Center resources, and coordinated investigations resulted in multiple arrests and the recovery of a firearm, ammunition, controlled substances, and suspected narcotics-sales materials.

Firearm and Narcotics Arrest

 Lot 5 South

Officers responding to a disturbance involving a vehicle contacted a convicted felon and recovered a firearm from his waistband. Ammunition, fentanyl, oxycodone pills, suspected cocaine, marijuana, scales, and packaging materials were also located. The subject was arrested on multiple firearms and narcotics charges.

Assault with a Crowbar Ocean Front Walk

 

A victim entered a Wilshire Boulevard business with significant facial injuries and reported being assaulted with a crowbar on Ocean Front Walk. Pier cameras captured three suspects. Approximately one hour later, officers detained a subject matching the description during a separate call. The subject later admitted involvement and was arrested. The remaining suspects were outstanding.

Robbery and Stolen Vehicle Arrests

Appian Way

 

Crime Impact Team officers assisted patrol and K-9 personnel following a robbery in the 1600 block of Appian Way. The suspect was quickly apprehended and positively identified. While officers were handling that investigation, they located a passing stolen vehicle and arrested the driver, who was found in possession of cocaine.

Residential Burglary

La Mesa Drive

A resident received a camera alert showing a subject inside the property’s pool house. Responding officers located the subject sleeping inside. The subject admitted climbing over a wall, entering the structure, and using the shower. He was arrested for burglary and related charges.

Traffic Enforcement

Traffic personnel maintained high-visibility enforcement along major corridors, downtown, and near summer school programs. Personnel also supported the Main Street Fourth of July Parade by inspecting participating vehicles, securing the route, monitoring the event, and assisting with related activities at Tongva Park.

Description

Auto-Pedestrian Collision

A pedestrian was struck while walking north in a marked crosswalk at 16th Street and Santa Monica Boulevard. The pedestrian suffered possible head trauma and was transported to a local area hospital. The driver remained at the scene, and impairment was not identified as a factor.

Downtown Traffic Enforcement

Day Watch patrol personnel conducted 49 traffic stops, issued 22 citations and provided 27 warnings. Additional high-visibility traffic operations were conducted downtown throughout the week.

Homelessness Response

The Homeless Liaison Program maintained a coordinated presence throughout downtown, City parks, the beach, and major corridors, balancing outreach with enforcement when criminal activity or outstanding warrants were identified. Officers worked alongside the Crime Impact Team, Los Angeles County Probation, and Department of Mental Health personnel to address immediate concerns, connect individuals with available resources, and improve coordination during complex contacts.

Key Homeless Response Incidents:

Description

Coordinated Probation and Narcotics Operation

HLP partnered with the Crime Impact Team and Los Angeles County Probation during a probation compliance and narcotics operation. The operation resulted in three felony arrests, three misdemeanor arrests, and two citations. Arrests included individuals accused of violating sex offender registration requirements, possessing methamphetamine and drug paraphernalia, and violating parole conditions.

Felony Warrant Arrest

HLP officers contacted an individual for a doorway violation who provided false identifying information. Officers determined the subject had a $200,000 felony assault warrant, was on probation and parole, and was subject to a parole hold.

Tongva Park Arrest

During a periodic check of Tongva Park, officers contacted a woman in violation of park closure hours. She was found to have outstanding warrants for vehicle theft, fraud, and possession of stolen property. Methamphetamine and drug paraphernalia were also recovered during the arrest.

Community & Youth Engagement

Community engagement efforts centered on Independence Day activities, recognition of Community Academy participants, and preparations for upcoming neighborhood events. Personnel worked closely with department units, event organizers, and community partners to support safe public events and strengthen relationships with residents.

 

4th of July Parade

The Community Engagement Team coordinated SMPD’s participation in the annual parade, including staffing, vehicle decorations, community giveaways, command staff attendance, and social media coverage. Traffic personnel inspected participating vehicles, secured the parade route, monitored the event, and assisted with activities at Tongva Park following the parade.
