Project-Based Vouchers

The Santa Monica Housing Authority (SMHA) is excited to offer a limited amount of site-specific, Project-Based Vouchers (PBV) to all rent-controlled and market rate property owners.

What is the PBV program?

The PBV program furthers SMHA's goal of deconcentrating poverty and expanding economic and housing opportunities for low-income families in the City of Santa Monica. The program attaches a rental subsidy to a vacant home, or a home occupied by an existing qualified family, subject to SMHA payment standards and rent reasonableness.

What is a qualified family? 
A qualified family is a household with a total annual income that is below Los Angeles County's 50% median income as shown below. Owner-occupied housing is not eligible.

    How do I apply?

    If you own a rent-controlled or market rate apartment in Santa Monica and are interested in applying for the PBV program, please fill out a proposal application (click here) and email to: patrick.gregorian@smgov.net or mail to: Santa Monica Housing Authority, 1901 Main St., Suite A, Santa Monica, CA 90405.                          

    What are the next steps?

    If your proposal is selected, you will be notified of a housing quality inspection (HQS) date. The proposed apartment(s) will need to pass an HQS inspection. Once the apartment(s) have passed, we will refer a tenant to your vacant unit. If you have an existing in-place tenant, they will be required to fill out an application to determine eligibility for the PBV program.

    Is there a deadline to submit a proposal?

    There is no deadline. Proposals will be reviewed by the Housing Authority as they are received, and contracts will be awarded on an ongoing basis until SMHA’s needs are met.
