Human Services Grants Program

The Human Services Grants Program (HSGP) provides approximately $8 million in annual funding for services offered by nonprofit organizations that respond to clearly identified community needs in Santa Monica and advance the City’s priorities. The program aims to improve the wellbeing and quality of life of Santa Monica’s youth and families, people with disabilities, seniors, victims of domestic violence, low-income households, and people experiencing homelessness. HSGP funding levels are approved by Council annually as part of the adoption of the City’s budget. 

2023-27 Human Services Grants Program - Request for Proposals

On Wednesday, September 28, 2022, the City of Santa Monica released a Request for Proposals (RFP) for the Human Services Grants Program (HSGP) to solicit applications for the FY 2023-27 HSGP funding cycle. The RFP can be viewed on the City of Santa Monica’s OpenGov Procurement Portal

Proposals must be submitted through OpenGov

Qualifying non-profit organizations interesting in applying can log on to or create an Open Gov Procurement account.

  • The deadline for questions submitted through OpenGov is November 30, 2022. 
  • All applications are due by Wednesday, January 18, 2023 at 3PM. 
  • HSGP funding recommendations will be presented to Council in spring 2023. 
  • Council will formally approve HSGP funding as part of budget adoption in June 2023. 
  • The FY2023-27 HSGP funding cycle will start July 1, 2023. 

City Council authorized the release of the 2023-2027 Human Services Grants Program (HSGP) Request for Proposals (RFP) at a Special Meeting held on Wednesday, August 24, 2022.

Submit a Statement of Interest to Serve as an HSGP Proposal Reviewer

The Housing and Human Services Division (HHSD) is partnering with the We Are Santa Monica Fund (WASMF) Advisory Board to conduct an open solicitation for qualified individuals to participate in the review of proposals received in response to the 2023-27 HSGP RFP

The HSGP RFP is scheduled to close on Wednesday, January 18, 2023, with reviewers set to score proposals during the month of February 2023.  Prospective reviewers must be prepared to commit at least 10-15 hours to the scoring process for individual proposal review and review panel group discussion.  

Individuals interested in participating in the HSGP RFP review panel must download and complete this Statement of Interest form. In order to be considered, completed forms must be submitted to humanservices@santamonica.gov. Note that the deadline for submitting Statement of Interest forms has been extended, and all completed forms must now be submitted by 6PM on Friday, December 9, 2022. Members of the WASMF Advisory Board will review Statements of Interest in order to determine which individuals are seated as panelists.
