Changes to California's Temporary Restraining Order stopping ICE agents from detaining people based on apparent race or ethnicity. 

On September 8, 2025 the US Supreme Court granted the federal government’s request to stay (or pause) a temporary restraining order (TRO) prohibiting ICE and related immigration enforcement agencies from enforcement practices that two lower courts had found violated peoples’ constitutional rights. Specifically, the trial court had issued an order prohibiting immigration enforcement agencies from detaining people based solely on four factors including apparent race or ethnicity; speaking Spanish or English with an accent; presence in a particular location like a bus stop, car wash, or agricultural site; or the type of work a person does. The Supreme Court’s order lifts this prohibition. However, The Supreme Court’s order does not halt the lawsuit itself, which the City of Santa Monica and many other cities have joined. On September 24, 2025 the federal district court will hear arguments on whether to issue a preliminary injunction based on additional evidence of the government’s unlawful tactics.
