Santa Monica’s Housing Element Certified by State Before Deadline

SANTA MONICA, Calif. — Today, the California Department of Housing and Community Development (HCD) certified the City of Santa Monica’s 2021-2029 6th Cycle Housing Element Update for Santa Monica’s eight-year housing strategy. HCD’s certification comes after the Santa Monica City Council approved the update at its October 11, 2022 meeting. The version Council adopted this week was largely unchanged from the version approved at the June 21, 2022 Council meeting. The only changes were to implementation dates for Housing Element programs to reflect State Housing Element law. 

This adoption comes after a two year-long process that included significant community engagement as well as major changes in state law that both impacted the housing capacity studied and reduced local control for qualifying housing projects. 

Santa Monica’s Housing Element emphasizes affordable housing production, affirmatively furthers fair housing, and complies with the State requirement that the City demonstrate zoning capacity for 8,895 new units, of which 69% must be affordable.
