How to get a Sidewalk Vending Permit

Congratulations on starting the process to acquire the City of Santa Monica Sidewalk Vending Permit and Business License.  If you plan to sell food or merchandise in Santa Monica from a pushcart, stand, display, pedal-driven cart, wagon, showcase, rack or other non-motorized conveyance, or from one’s person, on a public sidewalk, permitted pedestrian path, or the beach, you will need a Business License and a Vending permit issued by the City of Santa Monica and a seller’s permit issued by the California Department of Tax and Fee Administration. As part of the City’s program, sidewalk vending is restricted in certain congested, high-traffic areas to protect public safety. This includes on and within 100 feet of the Pier, where all vending is prohibited except the City’s existing licensed vendor cart program. Stationary vending is also not permitted at the beach, Third Street Promenade, or portions of Palisades Park within 500 feet of the Pier Bridge.


Sidewalk vendors must obtain a business license and a sidewalk vending permit prior to engaging in sidewalk vending in Santa Monica. Sidewalk vending business licenses and vending permits are valid through June 30 of each year and must be renewed on July 1 of each year.

    With your online submission, please include the following supplemental documents: 

       1. photograph of your operational set up.  This should be an image of  your cart, table or wagon.  

       2. A copy of your Los Angeles County Health Permit (food vendors only).

       3. A copy of your California Seller’s Permit or the number.


  6. Submit Your Complete Application

    Complete the online submission using the online system, here. Be sure to include all of the supplemental documents and the Supplemental Vehicle Vendor form and upload them with your online application submission.

  7. Submit Payment

    Once the application is processed by the Business License unit, you will receive an email with an instructions on how to pay the applicable taxes and fees.  

    When the Business License unit deems the application is complete and payment is received, the application will be routed to the appropriate City departments for reviewIf the appropriate approvals are received, a business license certificate and vendor permit will be issued. If your submission is not compliant with local, county or state regulations, then your business license and sidewalk vendor permit will be denied.
