ATI and SaMo Bridge

Prefiling diversion refers to diversion programs offered after an arrest but prior to the filing of criminal charges.  Individuals who successfully complete one of these prefiling diversion programs, also get the benefit of avoiding a criminal case altogether. The City Attorney’s Office manages these programs in partnership with Exodus Recovery, Inc. (Exodus). Exodus is a Southern California-based organization that provides psychiatric and chemical dependency treatment services, with a focus on a client-focused, recovery-based system of care, spanning various counties and offering a wide range of programs.

 

SaMo Bridge

For those qualifying individuals experiencing homelessness, mental health or substance abuse problems, SaMo Bridge offers an opportunity to regroup and engage with an Exodus resource navigator who will help connect them with the supportive services necessary to get on the path to permanent housing and rehabilitation. SaMo Bridge is a 24/7 respite hub for eligible people referred by the Santa Monica Police Department (SMPD). At any given time, 3-4 participants are given access to a recliner, shower, and snacks, while working with Exodus staff to enroll directly into temporary housing and health services and start a 90-day case management plan. When a participant successfully completes their 90-day case management plan, the misdemeanor charges are dismissed by the CAO, and no criminal case is filed.

ATI

Qualifying arrestees with mental health and/or substance use needs are offered the Alternatives to Incarceration program, also known as ATI. As part of Los Angeles County CEO’s Care First, Jails Last approach, candidates for ATI are screened at the Santa Monica jail by Exodus staff, who will then transport them to a residential treatment program. When an arrestee successfully completes their treatment program, the underlying misdemeanor charges are dismissed, and no criminal case is filed. The program operates 24/7 from the Santa Monica jail.
