Introducing your Beat 2 Neighborhood Resource Officers - Edgar Navarro and Robert Galvan!

The Neighborhood Resource Officer (NRO) Program is based around the concept of community policing and collective involvement. This partnership between the residents of Santa Monica and their law enforcement agency has proven to be remarkably successful in fighting crime. Neighborhood Resource Officers provide the essence of community public safety: building relationships with neighborhood residents and merchants through regular face-to-face contact. To increase collaboration and accountability, the Santa Monica Police Department recently added four NROs to the program bringing the total to eight officers. The NROs are assigned to geographic areas within the City (beats) and work alongside Crime Prevention Coordinators to address issues affecting their beat.

Officer Edgar Navarro (Edgar.Navarro@santamonica.gov): In my 30 years with the SMPD I have worked as a Police Cadet, Harbor Guard, Community Service Officer, Patrol Officer, School Resource Officer, and Communication Center Agent. I’m now assigned as a Neighborhood Resource Officer and truly enjoy the work. With my knowledge of the inner-workings of our department as well as my personal experiences as a resident, I feel I have a wealth of knowledge to contribute. I have a fond memory of Santa Monica of the past, but I have great optimism for the Santa Monica of the future and hope I can be part of that change.

Officer Robert Galvan (Robert.Galvan@santamonica.gov): As a Procedural Justice/Implicit Bias instructor, we teach the Golden Rule: Treat others the way you want to be treated. I take this one step further and treat others the way I want my parents and significant other to be treated if they were to be contacted by an officer. I try to be fair, polite and treat others with respect regardless of who they are. We must continue to be transparent and keep the lines of communication open to further strengthen our bond with the community.
