How to Obtain a Roadway Closure Permit

When an eleven foot (11') wide passageway cannot be maintained for emergency access, a Roadway Closure Permit is required. Applicants are required to provide seventy-two (72) hours advance notice to affected properties. 

Please note that projects located on Streets of Significance require an approved Temporary Traffic Control Plan (TTCP), in addition to a Roadway Closure Permit. The City reserves up to 60 days for the first round of TTCP review.

  1. Determine Permit Requirements

    A project may require a Roadway Closure permit if:

    • An eleven (11) foot passageway cannot be maintained; 
    • The project is connected with an excavation or sewer permit in the public right of way; or,
    • Mobility Division, Traffic Engineering, or Civil Engineering staff reviewed the site plan and other application material and agree that a roadway closure is necessary.

  2. Prepare Traffic Control Plan and Request Permit from Public Works

    A standard Roadway Closure Traffic Control Plan may be utilized on minor local streets and alleys, unless City staff determines a customized Temporary Traffic Control Plan (TTCP) is necessary to ensure work site and public safety. Formal TTCPS are required for all Streets of Significance TTCPs must be approved prior to submitting for a Roadway Closure Permit.

  3. Submit Application to Online Portal

    Applicant shall submit a Roadway Closure application using the online CityGrows platform.


    The application must be submitted with ample time for City department reviews and permit issuance to be completed, ensuring that the applicant can provide the required seventy-two (72) hours advanced notice to impacted parties as mandated.

  4. Obtain City Departments' Approval

    All applicable departments must review and approve the application. Applicants can view the comments from departments via the online CityGrows Discussion Portal.

  5. Pay Fees

    After approvals are complete, an email from notifications@citygrows.com will be sent to notify the applicant that the application is ready for payment.

  6. 72 Hour Notice

    Applicants are responsible to provide a minimum of seventy-two (72) hours notice to affected businesses and residences. The stamped permit is required to provide notice.
