How to Request a Residential Building Report
Continue the Process:
A Residential Building Report is required for the sale of residential property containing a habitable building. The report provides information about the property’s building permits and related records. Requests are submitted online through the City’s Citizen Access portal.
Before You Submit Your Request
Check whether a report has already been requested. If you are an escrow or title professional, please check with your team to confirm that a Residential Building Report has not already been requested for the property. If you are unsure whether a report has already been requested, you may contact Building & Safety before submitting a duplicate request. This helps avoid duplicate requests and unnecessary processing.
Plan ahead. Please allow 7–10 business days for processing. If the property is in escrow, submit your request as early as possible and allow sufficient time for the report to be completed before your anticipated closing date. Requests submitted shortly before a scheduled closing may not be completed by the requested date.
Have the property address and applicant/contact information available before you begin.
Follow the steps below to submit your Residential Building Report request through Citizen Access.

Citizen Access
+ -Select the City's Citizen Access website https://epermit.smgov.net/CitizenAccess/ to begin your application.

Log In
+ -Log in using your existing account. If you do not have an account, select “New Users: Register for an Account” and complete the registration process. After creating your account, log in to continue.

Create Application
+ -In the Home tab, select “Create an Application” under the "Building" heading. You must be logged in for the Create Application option to appear.

Terms and Conditions
+ -Select the check box to accept applicable terms and conditions, then select “Continue Application”.

Residential Building Report
+ -Select “Residential Building Report” and then select “Continue Application.”
Important: Do not select “Residential Building Permit.” These are different application types.

Search
+ -Enter the street number and street name only in the address field. Do not enter the city, ZIP code, unit number, or other information. Select Search.

Select Identifying Information
+ -Review the search results and select the correct Address, Parcel, or Owner for the property. If only one result appears, the system will automatically populate the property information. Select “Continue Application.”

Enter Applicant Information
+ -Enter contact information for the Applicant. You can either “Select from” a list of applicants or “Add New” if you do not see the correct applicant information listed to select from.
The Applicant is the person or entity submitting the application.

Enter Contact Information
+ -Enter contact information for the primary Contact for this application. You can either “Select from” or “Add New,” similar to the step above. Then select "Continue Application".
The primary Contact is the person the City should contact regarding the application.

Job Details
+ -Provide Job Information details, including Application Name and Detailed Description, then select "Continue Application".

Review Application
+ -Review the application information and select “Continue Application” when ready.

Review Fees
+ -Review the fee amount, then select "Continue Application" when ready.

Pay Fees
+ -Enter payment information and select “Submit Payment” to process payment.

Save
+ -Save or print the receipt for your records.
