Shared Mobility Selection Process

Chapter 3.22 of the Santa Monica Municipal Code establishes a selection process with objective criteria that requires vetting of the proposed Shared Mobility Services providers to operate within Santa Monica. This process requires applicants to provide information regarding the businesses' financial statements, bank records, management experience, business plan, and criminal background.

Selection Outcome

The final selection determination was made by the Chief Mobility Officer after conducting a de novo review of applications, selection committee  recommendations and all materials.

Selection Committee Recommendation

Applicants may file an appeal of the Mobility Officer’s determinations, with respect to that applicant only, to the Director of Transit Services, SaMoDOT. Director shall review the Mobility Officer’s determinations in their totality de novo and, no later than twenty-eight calendar days after the final appeals deadline, the Director shall either confirm the Mobility Officer’s determinations or render his own determinations of applicant ranking and of the applicants to whom mobility device operator permits will be issued. The Director shall set forth, in writing, the reasons supporting his final determinations. After receiving appeals, the Director has reached a final determination, which shall constitute the final decision of the City and shall not be subject to further administrative review.

Shared Mobility Program - Applying

The Request for Application (RFA) process to be considered for participation in the Shared Mobility Pilot Program closed on April 13, 2021. The primary objective of the selection process is to identify shared mobility partners to operate in Santa Monica, meet high standards of service and community response, and to provide for an orderly process.
