Title VI/Non-Discrimination Policy Statement

The City of Santa Monica, under Title VI of the Civil Rights Act of 1964, ensures that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance from the U.S. Department of Transportation (USDOT). The City is committed to non-discrimination in all its services, programs, and activities, including those administered by the Public Works Department. This commitment extends to protections against discrimination based on sex, disability, age, religion, sexual orientation, and gender identity, as outlined in related federal and state statutes.

The City will facilitate meaningful participation in its planning, design and construction decision-making processes in a non-discriminatory manner, ensuring compliance with the FHWA Title VI requirements and the California Department of Transportation (Caltrans) guidelines.

Complaint Procedures

Any person who believes they have been discriminated against on the basis of race, color, national origin, sex, age, or disability by the City of Santa Monica may file a Title VI complaint within 180 days of the alleged incident. Complaints can be submitted using the City’s Title VI Complaint Form:  Title VI Complaint Form

Complaint Requirements

Once received, the City will log the complaint and forward it to Caltrans within one business day via email to Title.VI@dot.ca.gov for submission to the FHWA. The complainant will receive an acknowledgment of receipt. If a complaint is filed simultaneously with a federal or state agency, the federal or state complaint will supersede the City’s process. The FHWA or Caltrans may investigate within 90 days, and complainants may be contacted for additional information. Failure to provide requested information within 10 business days may result in administrative closure.
