Realignment Plan

The city of Santa Monica's Realignment Plan outlines the city's pathway to stability and success for our organization and community – rebuilding our local economy, restoring safety and trust in our community, and confronting our budgetary distress. 

It outlines five strategic objects – the three strategic priorities identified by the City Council in March 2025, plus two priorities specifically addressing organizational stability, budget and operations.

  1. Achieving Safe Neighborhoods & Clean Streets – investing in safety, parks, and public spaces that feel welcoming citywide.

  2. Activating Economic Opportunity & Growth – using real estate strategically, attracting and retain businesses, and bringing energy to public spaces. 

  3. Developing Affordable, Livable, & Secure Housing for All – expanding affordable options, stabilizing funding, and advancing equity-based initiatives.

  4. Creating Organizational Capacity – stabilizing finances, modernizing structures and building systems that support success. 

  5. Building Organizational Health – strengthening culture, morale and clarity in how city staff work.
