How to Apply to the REACH Program
The Renter's Energy and Cooling/Heating (REACH) Program offers free appliances for income-qualified Santa Monica renters to improve in-home comfort and safety.
Santa Monicans can feel the impacts of climate change, with hotter temperatures increasingly common in our historically temperate climate. Most older buildings were not built with sufficient insulation or HVAC systems to maintain comfortable indoor air temperatures during the hotter and longer heat waves that are becoming the norm each year.
Renters often have limited options to address these challenges compared to homeowners, which is why the Office of Sustainability & the Environment (OSE) is offering free portable heat pump HVAC units to income-qualified renters in Santa Monica (while funds last). In addition to heat pumps, air purifiers and portable battery storage systems are also available to help improve indoor air quality and to provide temporary backup power in the event of an emergency. Funding is provided by the Clean Power Alliance Innovation Award Program, and program partners include The Energy Coalition and Sustainable Works.
How does this work?
- Residents fill out the program application (available in English and Spanish) and upload income verification.
- Applicants can select up to two (2) appliances from the available options. (Appliance Catalog available in English and Spanish.)
- Several rounds of applicant drawings will be held to select participants.
- If selected, you will be contacted to confirm your appliance selection and delivery address. You will also be asked to complete a short survey and authorize the sharing of your utility data.
Eligibility Requirements
- Applicants must be renters in Santa Monica.
- Applicants must be Clean Power Alliance (CPA) customers. To determine if you are a CPA customer, check your most recent electricity bill from Southern California Edison (SCE). If CPA is your electricity provider, you will see charges from them on your bill, labeled as "supply/generation” charges, typically found on the last pages of your bill. If you are unsure, you can contact CPA directly by calling 888.585.3788 or emailing customerservice@cleanpoweralliance.org, or chatting with a representative online. You must be a CPA customer to participate in this program, live in a building that is able to enroll in CPA service, or be able to confirm your landlord is enrolled with CPA.
Applicants must meet the income requirements for this program. You can do so by providing any of the following:
- Proof of enrollment in Southern California Edison's Medical Baseline Allowance; or
- A copy of your utility bill showing participation in the CARE, FERA, Medical Baseline discounted rate program; or
- Proof of enrollment in Supplemental Nutrition Assistance Program (SNAP); or
- Proof of enrollment of a dependent in a Free or Reduced Lunch Program in Santa Monica; or
- Proof of enrollment in Supplemental Security Income (SSI); or
- Proof of enrollment in the Low-Income Home Energy Assistance Program (LIHEAP); or
- Verification that your housing unit is deed restricted affordable housing; or
- Verification that your housing unit is affordable housing provided by Community Corporation of Santa Monica; or
- A completed Income Verification Form (also available in Spanish).

+ -If you are selected, a representative from Sustainable Works will reach out to you to confirm your appliance selection and delivery details. You will also be asked to complete a brief survey and authorize the sharing of your utility data. You are responsible for ensuring that someone is available to receive your delivery.

+ -Once your items have shipped, you’ll receive an email with shipping information to track your order.

+ -Once your order has been delivered, we’ll be in touch to ensure you received your items and to see if you need any assistance in setting them up or using them.

Follow-up survey
+ -Several months after you receive your appliance, you'll receive a follow-up survey to complete. This will provide valuable information to understand how the appliances are working and how the program can be improved in future rounds.
